Call for Special Investigating Unit (SIU) Proclamation into Municipal Infrastructure and Water Grant Mismanagement
Dear Mr President
I write to you regarding the compounding humanitarian and public health crisis arising from dysfunctional water treatment plants and uncompleted bulk water supply projects across several district municipalities.
Billions in Municipal Infrastructure Grants (MIG) and Regional Bulk Infrastructure Grants (RBIG) allocated over consecutive financial cycles have failed to deliver potable tap water to millions of citizens. In many instances, contractors were paid in full for dry pipes and abandoned pump stations.
The UDM urgently calls for a targeted Presidential Proclamation authorizing the Special Investigating Unit (SIU) to investigate all supply-chain processes, claw back looted public funds, and refer culpable municipal managers and tender beneficiaries for criminal prosecution.
